В статье обсуждаются общие вопросы кадровой политики государственной службы в стране, а также лучшие практики кадрового обеспечения государственной службы за рубежом. Также будут сформулированы наиболее важные вопросы формирования кадрового потенциала в нашей стране. Одним из инструментов формирования кадрового потенциала государственного аппарата является проведение исследований эффективности системы переподготовки и повышения квалификации государственных служащих. Целью работы исследование является эффективность системы переподготовки и повышения квалификации государственных служащих для формирования кадрового потенциала государственного аппарата. Для достижения цели анализируется существующий опыт переподготовки и повышения квалификации государственных служащих, а также действующие нормативные документы повышения квалификации и переподготовки государственных служащих. Таким образом, предметом исследования является рассмотрение влияния системы переподготовки и повышения квалификации государственных служащих на кадровый потенциал государственного аппарата. В соответствии с предметом, целью и задачей исследования основной гипотезой исследования является значимость роли современной практики переподготовки и повышения квалификации в формировании кадрового потенциала.</p></abstract><trans-abstract xml:lang="en"><p>The article is about an important aspect of the process of forming the personnel potential of the state apparatus through the system of retraining and advanced training of civil servants. The article discusses the general issues of the personnel policy of the civil service in the country, as well as the best practices of staffing the civil service in foreign countries. The most critical problems of the formation of human resources in our country are also formulated. Conducting a study of the effectiveness of the system of retraining and advanced training of civil servants is one of the tools for forming the personnel potential of the state apparatus. The purpose of the study is the effectiveness of the system of retraining and advanced training of civil servants for the formation of the personnel potential of the state apparatus. To achieve this goal, will be analyzed the existing experience of retraining and advanced training of civil servants, as well as the current regulatory documents for advanced training and retraining of civil servants. Thus, the subject of the study is to consider the impact of the system of retraining and advanced training of civil servants on the personnel potential of the state apparatus.
