Starting from the ancient Greek and Roman periods, in which the theories of human rights originate, then exploring the theories of human rights of the great scientists of Europe of the XVII-XVIII centuries, exploring the changes made during the French Revolution of 1789 and during the First and Second World Wars, this article explains the development of human rights to the present day considering the place in international relations and the field of international law. In addition, an idea is given about the value, peculiarities, and independence of human rights in inter national law. It explains the task of the state and other legal institutions in protecting human rights. International relations examines the origins and essence of utilitarianism, constructivism, liberalism, feminism, cosmopolitanism, and other theories, and their contribution to the modern understanding of human rights. The role of international organizations, such as the United Nations and the European Court of Human Rights, in the protection and promotion of human rights, as well as the activities of these organizations, such as the development of regulations, monitoring compliance with acts by Member States, consideration and settlement of complaints of human rights violations, is also indicated.
