Abstract

. This article is considered about the changes and peculiarities of the Kazakh alphabet in relation to the
historical system of writing and drawing of our people. Although the story of the alphabet for the Kazakhs seems begun in
1910, Russian missionaries changed radicallythe alphabet, the culture of society and developed a scientific method in the
1700s. The first successfulexperiments were performed on Yakuts and Chuvash. However, the practice of Kipchaks to Tatars
met with great opposition, and as the experiment on the, Ilminsky, one of the other Kipchak groups, drew attention. They
were Kazakhs.
Ilminsky, who met Y. Altynsarin in 1850, did not think that the Kazakhs, many of whom were still nomadic and
uneducated, and he would oppose the change of the alphabet and religion. Although the number of Kazakh intellectuals was
small, they understood the intentions of the Russians and beganrebellion. Ahmet Baitursynov, a well-known Kazakh educator,
in a short period of time did a lot of work to facilitate the study of the Arabic alphabet, which is a symbol of Islamic identity
and culture, and its spelling.
However, it was difficult to carry out this work in a society where the urban lifestyle was not fully developed and it
was not convenient to get a full-fledged urban education. In addition to these difficulties, the difficult situation during the
First World War due to historical circumstances also changed the regime of Russia. It was not established firmlyin the political
system, which had a full impact on the education system. After the new regime came to power, the tsarist Russia began to
implement the plan to convert the Turkish Muslim community to Cyrillic.
In order for all Turkish people to change to the Latin alphabet with the help of their supporters, approved a project to
change to Latin alphabet, which was a key step in the transition to Cyrillic in the Turkological Constituent Assembly in Baku,
the capital of Azerbaijan. Although changing the alphabet seemed very simple, it was basically the initial stage of the
Bolshevik, which led conversion of the Turkic people to Cyrillic. Turkey’s transition to the Latin alphabet on November 3rd
,
1928, facilitated the adoption of the Latin alphabet. However, changes to the Latin alphabet by the end of the 1930’s were a
sign of the transition to the Cyrillic alphabet.
Kazakhstan, which adopted the Russian Cyrillic alphabet in 1940, still uses this alphabet with several changes. Even
after gaining independence, the issue of transition to the Latin alphabet remained on the agenda. Kazakhstan, which uses three
different languages in general education, consists of 42 Cyrillic letters, some of which are made up of more than one sound.
Not to mention the presence of letters that represent more than one sound, the alphabet has the symbol of non-Kazakh letters,
and most of them are letters that replace the Russian sounds.
As a result, learning Kazakh alphabet creates pedagogical difficulties. This is a great threat to the future of Kazakhstan.

Abstract

The article discusses the of archaeological research conducted in 2021 at the excavation site № 3 on the territory of the medieval city of Saraishyk.
In 2021, the State Historical and Cultural Museum-Reserve «Saraishyk» submitted to the program-target program of the Ministry of Culture and Sports of the Republic of Kazakhstan for 2021-2023 «Golden Horde cities, caravan routes and caravanserais in Western Kazakhstan: interdisciplinary research (XIII-XV centuries.)» (head of the Doctor of Historical Sciences, professor U.T. Akhmetova). A special feature of the research results carried out by the archaeologists of the Saraishyk Museum-Reserve in accordance with the project calendar plan is that a treasure of silver dirhams was discovered in excavation №3. The result of this discovery provides extensive data on the monetary ratio of the medieval Saraishyk, on the turnover of finance along the Great Silk Caravan Route.
According to the results of the excavations, it is clear that the buildings of the medieval city of Sarayshyk were built according to a pre-thought-out plan, along a straight street, in rows. This suggests that the urban structures along the Great Silk Road did not grow spontaneously, but systematically, like the capital cities.

Abstract

France is one of the most active states in the international arena today. Belonging to a select circle of "grandees" of European and world politics of the XVIII-XX centuries, it strives to maintain the rank of a power with global responsibility in a changing world. The French experience of the historical development of the party-political system is considered the most successful and dynamic, worthy of serving as a beacon for many countries. The problems of formation and functioning of the party-political system of society is one of the most interesting and relevant in modern science. Practically no humanitarian and social discipline is complete today without studying this complex process, which is an integral part of political society. The most interesting in this regard is the appeal to the history of France, the study of the transformation of the party-political system in the context of European integration, which affects political processes.

Abstract

In the context of the reform of education in the mass general education school, a decisive turn of the pedagogical community took place in the direction of recognizing the need for new pedagogical technologies to improve the quality and efficiency of the educational process. School teachers in the city of Krasnoyarsk and the Krasnoyarsk Territory, as well as other regions of the Russian Federation, persistently turn to us - employees of the teacher training system - for help, so that we can give them methodological recommendations and didactic materials for the practical development of a collective form of organization of education. At the same time, primary school teachers and mathematics teachers are more likely to make such a request. This is due to the fact that many of them in their lessons began to introduce the work of students in pairs of shift composition, which was called the collective form of organizing training sessions.
In order to organize collective activities (work of students in pairs of shifts (in their classes), teachers have to spend a lot of time and effort to make didactic material - cards. Abstract

Modern families are developing in qualitatively new and contradictory social conditions. On the one hand, society is turning to the problems and needs of the family, complex targeted programs are being developed and implemented to strengthen and increase its importance in raising a child. On the other hand, there are processes leading to the aggravation of family problems. This is, first of all, a decrease in the standard of living of many families, an increase in the number of divorces that negatively affect the psyche of children, an increase in the number of single-parent families and large families. Consequently, in the current difficult situation, the family needs systematic and qualified assistance from the school. Only in the process of interaction between teachers and parents can the problem of the development of the student's personality be successfully solved. The task of the school in modern conditions is to maintain and develop interest in a person in the family. Educators should help parents see the child in his natural fit. To teach to observe its development. Understand the patterns of ongoing changes. Only on this basis is effective interaction between the family and the school possible in the process of education and upbringing. The article analyzes the results of the study, identifies the main issues and problems of joint work of the family and the school in the upbringing of students, defines the goals, objectives, opportunities, directions, pedagogical conditions, content and forms of this interaction, joint work.

Abstract

The process of globalization is a continuous phenomenon that permeates all spheres of life. One of the widespread areas is education. Given article is a critical review of the literature on the effects of globalisation and how it affected the education system of Kazakhstan. The topic is of considerable interest due to the increasing borrowing of ‘best practices’ from powerful economies.
The development of ‘human capital’ is one of the priorities for Kazakhstan that had been reflected in multitude of state documents. With the rise of NIS network of schools, which is taken as an example in the article, new concepts of education were introduced in the time. Critical thinking, ICT competence, language fluency, communication and collaboration skills are a range of requirements being trained in the schools of a new format. A range of authors look sceptically at this trend when some patterns in the education system bear doubtful resemblances.
The article also discusses examples of best practices, critical views of researchers on this topic, analyzes the positive or negative effects of changes brought into education system of Kazakhstan.

Abstract

Infrastructure connections play an important role in the functioning of innovative systems. They, as an auxiliary link, ensure the interaction and normal operation of a particular innovation system, ensure the transformation and promotion of innovative ideas to the end consumer.
For knowledge-intensive industries, the implementation of innovations as an object of innovation activity still largely requires comprehensive support and comprehensive support, which is possible when creating an innovation infrastructure. Innovations can contribute to the development of the private sector, which is important for creating a more diversified and competitive economy of Kazakhstan. Therefore, the creation and development of a competitive innovative economy in the context of the globalization of the world economy is one of the priorities for Kazakhstan.
All of the above requires studying a wide range of issues related to the main trends in the development of innovation systems in a knowledge-intensive economy, in order to develop recommendations for the further development of the infrastructure of the innovation system of Kazakhstan. To create an effective infrastructure of the innovation system in the republic, it is necessary to study in depth all its elements together and separately, as well as their interaction as a system. An objective study of the processes of formation and functioning of the infrastructural links of the innovation system of the Republic of Kazakhstan will allow to correctly substantiate the main directions of increasing the efficiency of the country's innovation activity in order to form a knowledge-intensive economy.

Not always the organization has a need to use services of the accountant. At the same time without this permanent member of staff it is difficult to run business of the enterprise.
There is a solution, it is possible to use Internet accounts department. The Internet accounts department opens before consumers new opportunities, it not only an opportunity to keep primary accounting documentation in the automatic mode, but also to send the reporting to specialists in outsourcing. At the present stage, it is known that the importance of information and communication in all spheres of human activity is constantly growing, which is associated with changes in socio–economic nature, the emergence of new achievements in the field of technologies and technologies, the results of scientific research. The article is devoted to the study of the importance of communication and the influence of communication processes on the activities of the organization. Communication occupies an important place in the life of an organization and has a great impact on individuals and groups. Communication is the transfer of information from one person to another, one of the ways a person transmits ideas, thoughts, feelings and values to other people. Today, communications play an important role in all major types of management activities. In the implementation of managerial actions, communication is a connecting process in the organization's management system. Communication is important not only for the enterprise in the market, but also for the future of the people working at this enterprise, for the global well-being of the whole country. The role of communicative interaction in the functioning and development of modern organizations puts in the first place the problem of managing communications both within the organization and between the organization and its environment for optimally favorable communication processes in the organization. In practice, effective communication is the main prerequisite for the successful achievement of the goals facing the organization.

Abstract

The article deals with regulatory legal acts in the field of labor legislation of the member states of the Eurasian Economic Union. The purpose of the study is to formulate a definition of the labor Code on the basis of a comparative analysis of the national legislation of the member countries of the Eurasian Economic Union, to determine the place of labor codes in the system of labor legislation of the designated states, as well as to develop proposals for improving the normative legal acts of a separate norm in the field of labor of the member countries of the Eurasian Economic Union. The methods that were investigated were carried out on the basis of a comparative legal method and an analysis of the labor legislation of the member countries of the Eurasian Economic Union. The author presents the results of comparing the current norms of labor legislation of the Republic of Kazakhstan, the Russian Federation, the Republic of Belarus, the Kyrgyz Republic and the Republic of Armenia in terms of regulating labor relations and summarizes the legal definitions of the term "code" in four of these five countries. As a result, the definition of the Labor Code was formed, the problems of the correlation of the labor code and other normative legal acts adopted in the member countries of the above-mentioned union were identified. The conclusion is made about the absence of a conflict of laws rule on the priority of the Labor Code and about which regulatory legal act should have priority over all other laws.

Abstract

Based on the study and analysis of the current legislation of the Republic of Kazakhstan and foreign countries, scientific literature, this article discusses urgent issues of constitutional and legal regulation of the ratio of domestic and international law in Kazakhstan and foreign countries. The central place is given to the study of the Constitutions, fixing the correlation of national and international law, the analysis of various approaches of the Basic Laws to fixing the ratio of domestic and international law is given.
The authors highlight theoretical and practical issues related to the interaction of international and constitutional law. A comparative legal analysis reveals the features of consolidating the correlation of domestic and international law in the constitutions of various foreign countries. It is established that the Constitution of the Republic of Kazakhstan as a whole in line with world trends in the development of constitutional law, due to the universal globalization and the internationalization of law. As the main directions of improving the constitutional legal regulation of the ratio of domestic and international law, proposals have been formulated on the need for further scientific development of theoretical and practical issues regarding the concept and content of generally recognized principles and norms of international law; on the inclusion in constitutional law of a provision on universally recognized principles and norms of international human rights law.

Abstract

This paper analyzes the formation and development of the institution of law enforcement justice, shows the main directions of administrative reforms aimed at protecting human rights in the public life of Kazakhstan. The author considers human rights injustice as one of the elements of the human rights protection system in the Republic of Kazakhstan. Studying the preconditions for the creation of a system of law enforcement, the author pays special attention to the judiciary, aimed at ensuring the rule of law, judicial control in public administration, the establishment of a balance between government and citizens. These problems of legal regulation and legislative changes are of institutional nature and depend not only on the implementation of international human rights standards in law and penitentiary practice but also on positive changes in the legal status of convicts. The objectivity of the court representative, investigator, inquest officer, the prosecutor is a mandatory condition for the proper performance of his duties. This is reflected not only in the content of the decision but also in all the procedural steps that accompany its adoption. If this basic principle is violated, it is impossible to imagine real protection of human rights in criminal proceedings. The article describes Kazakhstan in the global system of human rights protection.
