Abstract

The study of security issues: it is especially topical issue, not only for modern Russia, but for the whole world. In the first place, it is linked to a variety of changes have taken place over the last decade. The results of these changes have affected the society and to consider economic, political, ideological, military, and cross-state social policy, has led to a destruction of the basic elements of national security. In some areas, these processes go hand-in-hand with the increase of the voltage.
The analysis of the unstable situation in the region of the Caspian Sea, clearly shows that the security of its multiple facets. Factors affecting between:
• Internal events and the political, social and economic changes in the littoral states of the caspian sea.
• Issues related to the security features of the geopolitical situation in the Caspian region, are the regions of strategic importance not only for Russia and the countries of the region, but also other countries from different regions.
The security of the Caspian region depends on several aspects, each of which can be separated from the formation of the object. It is, for example, the legal status, the state and prospects of the Caspian Sea for the extraction of oil and gas, infrastructure, transportation, as well as other political and economic threats related to the response of individual countries bordering the caspian sea or the region. all of the energy factor. Abstract

The article is based on archival research on the labor path and the hard fate of individual teachers of the Atyrau region who were subjected to repression in the 30s of the twentieth century, who for a long time undeservedly bore the label of "enemies of the people" and their names were deleted from the history of the country. The purpose of the article is to introduce and return their good names to the current generation of citizens of independent Kazakhstan.
As stated in the article, the 30-40 years of the XX century are characterized by mass political repression against the best part of the society of teachers. 70 teachers were subjected to repression, 12 of them were shot, the rest were sentenced to long-term imprisonment. The value of the article lies in the fact that it contains facts about the political persecution of advanced teachers, based on archival materials of the KNB. Sentences were passed in absentia, that is, without summoning the accused, as well as without the participation of the defense and the prosecution, as a rule, sentences were not subject to appeal. It was specifically stated that sentences to execution should be carried out "with the mandatory complete secrecy of the time and place of execution".

Abstract

The article examines the ethnodemographic processes in Western Kazakhstan during the Great War. Ethnodemographic processes in this region had peculiarities in comparison with other regions of Kazakhstan due to the fact that the territory of Western Kazakhstan is located close to the front line. Documents and research prove that this process was complicated. At the same time, the number of conscripts from the western region of Kazakhstan was greater than from other regions. From the districts that are part of the western region under the current administrative division, 248,140 people were called to the front, which is 32.1% of the number of those called up from the republic. The number of invitees from the Aktobe region alone amounted to 116,831 people, i.e. 15.1%. Another important issue is losses at the front. In 1938-1945, the number of conscripts amounted to 262,400 people, of whom 36.4% died at the front. During the war, the proportion of conscripts from the western region was higher than that of representatives of other nationalities living in this region. Even according to incomplete research data, Kazakhs make up 34.7% of those called to the front and 26.1% of those killed. This situation itself led to a decrease in the population during the period of war.
The population decline was caused by difficult living conditions during the war, difficult working conditions, the spread of various diseases, and food shortages.
The migration situation during the war was affected by the resettlement from the areas remaining on the front line, as well as the forced relocation of some nationalities.
As a result, in the post-war period, the number of representatives of other nationalities increased in the western regions of Kazakhstan, and the percentage of local residents, that is, Kazakhs, were decreased.

Focusing primarily on Sternberg's and Gardner's classification schemes, the article explores significant theories like the Theory of Multiple Intelligences and the Triarchic Theory of Intelligence. The rising interest in these approaches suggests a paradigm shift towards a more holistic understanding of intelligence and creativity, challenging conventional views of educational delivery. Moreover, the discourse expands on the impact of globalization on education, advocating for a cosmopolitan outlook in teaching practices. By addressing these pressing concerns and trends, the article prompts an in-depth reassessment of established pedagogical practices, thereby aiming to enhance the teaching-learning process and ultimately, the quality of education.

Abstract

The changes taking place in all spheres of the development of society in a comprehensive way in the material and spiritual life of society pose the task of preparing highly educated specialists for the education system: creatively thinking, able to reach the forefront of scientific, technical and social civilization, focused on achieving heights in professional activity.The article discusses the theoretical and practical aspects of preparing future teachers to achieve the pinnacle of professionalism and personal development of the «acme» state. The definitions given to the concept of «acmeological readiness» in scientific and theoretical sources are analyzed, the author's point of view is expressed. The characteristics of the pedagogical conditions and acme technologies used in the process of professional training in a higher pedagogical educational institution are given.
The problem of professionalism has been the subject of study in many social sciences and the humanities. For example: general psychology considers the psychological characteristics of people in various areas of work, sociology examines the problem from the point of view of social relations, labor psychology analyzes professional thinking, and acmeology is an integrated science that studies patterns, ways, methods, conditions for reaching the peak of human creativity and the foundations his self-improvement in the process of activity in the period of growing up. «Acmeology» studies thinking from the point of view of means, pedagogical, sociological, technological knowledge, bringing it to perfection.
The goal of pedagogical acmeology, as one of the areas of general acmeology, is to improve a person, help him reach the heights of physical, spiritual, professional development, actualize the problem of his personal growth; substantiate the theory and practice of professional development; consider the conditions and methodological ways to effectively achieve professionalism.
The article discusses the theoretical and practical aspects of preparing future teachers to achieve the pinnacle of professionalism and personal development of the «acme» state. The definitions given to the concept of «acmeological readiness» in scientific and theoretical sources are analyzed, the author's point of view is expressed. The characteristics of the pedagogical conditions and acme technologies used in the process of professional training in a higher pedagogical educational institution are given.

The main mechanism for improving the quality of education in the preparation of a competitive personality is an educated teacher. Without a teacher, the student cannot be educated. They must have spiritual qualities, knowledge, skills, love for their work, the ability to constantly learn, develop, improve their professional skills. One of the most important stages in a child's life is education and upbringing at school. After all, the education system in which the child is studying, and the teacher from whom he is studying, influence the acquisition of this knowledge by the child and the development of his personality. After all, the professionalism of the teacher helps the student to be successful not only in school, but also in life. This article discusses the directions of the formation of pedagogical skills of teachers.

In the era of scientific and technological progress, one of the main issues for enterprises is the ability to compete in local and international markets, gain a competitive advantage, protect their existence, enter new markets and innovate. Constant renewal of the enterprise, equipping it with new technologies, ensuring the activities of qualified personnel, the release of new products, taking into account the needs, will further accelerate its development. Innovative products and services will allow businesses to move freely in the market. Innovation increases the flexibility of the enterprise and ensures its adequacy to changes that may occur in the domestic and foreign markets. For a more efficient implementation of the innovation process, a number of conditions are required, including the conduct of scientific research, the establishment of cooperation between private enterprises and universities, as well as the development of inter-business partnerships, the transition of enterprises from a closed innovation system to an open innovation system, strengthening information support and transfer of innovations. State policy and its measures are of great importance in stimulating the innovation process in enterprises. Measures for the preparation of legal acts, the creation of an innovation infrastructure, the promotion of technology imports, the development of the technology market, the allocation of preferential financial assistance cover the main directions of the state's innovation policy. The main goal of the measures being implemented is intensive development through the diversification of the economy, increasing the share of the non-oil industry in GDP and national income, expanding the scope of enterprises, and introducing innovative products and services.

Abstract

In the conditions of modern society, insurance has become a universal means of protecting the property interests of legal entities and individuals of all forms of ownership from natural disasters and other negative phenomena. It is required to assume measures regularly and coherently to improve a legal framework of insurance and to develop the insurance market infrastructure, to rise financial stability of insurance organizations, which will contribute to strengthen the protection of the rights and interests of consumers of insurance services in a result.
Currently, there are trends in the world of insurance experience: universalization and specialization activities of insurers. The first one is connected to social division of labor: the appropriate process becomes objectively necessary in the insurance business.
The objective economic necessity of using insurance is through the economic spirit isolation and the increase in the financial risks level and asset interests of citizens for the purpose of insurance of social production, entrepreneurship and the citizen welfare. The article discusses the features of the organization of the insurance business in connection with the rapid development of information technology and legislation adopted in the development areas of the market insurance.

Abstract

Franchising is only developing in the Republic of Kazakhstan, and in countries with developed economies there is a centuries-old history of the practice of using franchising. Obviously, the prospect of franchising development as a type of entrepreneurial activity is promising. According to the development of the global franchising market in recent years, this type of business is rapidly developing in the developing countries of Eastern Europe, Asia and South America. The global franchise ratings of the International franchise Association, as well as major Internet portals such as FranchiseDirect, Entrepreneur Magazine Franchise Zone, AllBusiness and Entrepreneur Magazine, are the most striking indicators of the development of franchising business. In practice, it is difficult to find accurate statistics about franchising companies, which is an expression observed in many countries of the near and far abroad. Currently, only the USA has complete franchise statistics, since registration in the state register of franchising is mandatory.
There are no complete statistics on franchises in Kazakhstan, their distribution by divisions, country and regional affiliation to date. Franchise statistics are rather rough, since there is no single franchise registration center in the country, and not all companies declare their activities as franchising.
For this reason, in 2016, with the assistance of the Kazakhstan Franchise Association "Kazfranch", a National Register of Franchises was created in Kazakhstan. The registry allows you to keep franchise statistics and allows you to estimate the size of the market. But since the franchise is registered on a voluntary basis, the number of unregistered franchises remains an urgent issue. According to the official data of the Kazakhstan Franchise Association "Kazfranch", in recent years the number of registered franchise agreements has increased several times.
The article examines the current state and main problems of franchising in Kazakhstan, emphasizes the role of increasing its use as a way of entrepreneurship development.

Abstract

This article is devoted to the analysis of the causes of accidents in industry, as well as to the consideration of the consequences and analysis of the causes of dangerous accidents during safety work in industries in the country. The main causes of accidents and their patterns, as well as the issue of increasing and decreasing safety at work, are considered on the example of other states. The duties of workers at enterprises or construction sites are indicated.
During the consideration of issues related to production, the main causes of these phenomena were identified, taking into account the need for a clear understanding of a particular sphere of production characteristic of injuries and occupational diseases. It was found that these identified causes directly lead to injuries.
It is established that labor protection is a complex multifaceted system with its own goals, objectives and means of achieving them. One of the most important principles of the organization of production is the consideration of safe and harmless working conditions at all stages of the production process. It is obvious that this creates social, and in some cases political barriers in many territories and does not ensure or develop the security of society.
Labor protection is a set of socio-economic, organizational, technical, hygienic and therapeutic preventive measures and means that ensure the safety, health and working capacity of a person in the process of work.

Commercial organizations can determine their competitive advantages based on the use of external and internal information. It is possible to successfully adapt to market conditions by improving accounting as the basis of accounting and analytical support for managerial decision-making.
One of the promising and fast-growing areas of accounting is strategic accounting. Abroad, strategic Management accounting is traditionally regarded as one of the most important management accounting technologies.
The article studies the theoretical basis of strategic management accounting, the examination of the opinions of various scientists, reveals the essence of management accounting. The place of management accounting in the enterprise management system is determined. The relevance of the topic lies in the theoretical significance of management accounting in general and the need to determine its place in enterprise management. To date, there are two main issues in the field of cost management and financial performance of an enterprise. The first is the reorientation of the theory and practice of the domestic accounting system in modern economic conditions to fulfill new tasks facing the problem of enterprise management. Secondly, the creation of an adaptive system for obtaining information about costs, the use of new methods of cost calculation, calculation of financial results, as well as methods of analysis and control and making effective management decisions based on them. In this regard, it is noted that a detailed study of the management accounting system is of great importance for enterprises.

In modern conditions, a number of inconsistencies in the technological, production, organizational potential of enterprises and consumer demand in the market have been identified in the production process of an enterprise. The discrepancy served as the basis for introducing a restructuring process at the enterprises, and, accordingly, the organizational structure of enterprises. Therefore, the creation of an effective mechanism for adapting an enterprise to modern conditions is an urgent problem until enterprises become effective subjects of the economy.
The economy of Kazakhstan is deprived of the prospect of stable economic growth due to the lack of a practically implemented state innovation policy, as well as an effective management system. For this reason, the concept of management organization is being developed. Due to the technical re-equipment and reconstruction of production, as well as increasing the innovative potential, ensuring effective enterprise management can be implemented on the basis of the following indicators: firstly, according to the development of the organization's strategy, secondly, due to the formation of the organizational management structure, thirdly, based on the analysis reasons for deviations of actual values from planned ones and making managerial decisions to eliminate deviations.
In this regard, it is necessary to carry out an optimal concept of long-term integrated development, which, in turn, should bring this organizational structure and organizational mechanism in line with specific management goals. This process occurs due to the clear provision of the development and phased implementation of the concept of organizational restructuring. Since this concept of development is implemented in accordance with the goals of the organization, the streamlining of the system should be permanent. This concept of the development of the organization through the system of goals also allows you to most accurately determine the direction of development of its organizational management structure. The condition for applying the chosen strategy for optimal adaptation of the organization to external conditions of functioning is the most rational definition of a strategically effective organizational management structure. Performance evaluation is necessary not only for the actual organizational structure, but also for comparing the various options for its improvement.
The purpose of this article is the theoretical foundations and practical aspects for improving the organizational structures of managing an organization in a modern market economy.

Abstract

In the article the institute of mediation is being investigated as one of the most progressive alternative methods of dispute resolution using the methods of comparison, scientific analysis, synthesis and comparison. The authors actualize the introduction of mediation into various spheres of law enforcement practice of the Republic of Belarus, focus on the possibility and expediency of integrating mediation with criminal procedural activities. Certain provisions of the Law of the Republic of Belarus "On Mediation" and certain norms of the Criminal Procedure Code of the Republic of Belarus regulating the use of mediation in criminal proceedings are analyzed in detail. At the same time, as a comparison, the similar legislation of Kazakhstan is studied, certain progressive aspects of its formation are indicated. The authors reveal a number of regulatory and law enforcement problems that do not allow the progressive changes introduced in the criminal procedure legislation of the Republic of Belarus in 2021 to be properly implemented. Individual problems are presented in a detailed form with a deep analysis of the essence of the problem. In conclusion, the author conceptually sets out his own vision of the further development of mediation in the criminal procedure sphere of the Republic of Belarus and formulates proposals for leveling some barriers. The authors emphasize the universality of the problematic issues raised, their existence in the relevant legislation of most post-Soviet countries.

Abstract

The article highlights the development of judicial rhetoric in the states of ancient Greece and Rome. In ancient times, in the states of Greece and Rome, judicial rhetoric was considered as an important independent and necessary element of the judicial procedure. It is noted that the trial was held in an open and competitive form. The rhetoric in the states of ancient Greece and Rome, their activities in the judicial sphere and aspects of oratory have been comprehensively studied. Judicial rhetoric was developed in ancient Greece through lawsuits. In the process of writing the article, we see that in ancient Greece the trial consisted of several stages, that is, the announcement of the accusatory complaint; hearing of the parties; interrogation of witnesses; secret ballot on the guilt or innocence of the accused, secret ballot in the measure of punishment; announcement of the verdict; hearing the last word of the accused. Also described is the appearance of judicial debate during the trial and rhetoric, listening to witnesses, the plaintiff and the defendant.
In Rome, any citizen had to be eloquent, which played an important role in his active political and social life. All cases were decided by debates in the People's Assembly, the Senate, the court, where everyone could speak. The outstanding ancient Roman rhetorician M. T. Cicero in his writings outlined this process in detail through catchwords: “There are two arts that can raise a person to the highest level: one art is the art of a commander the other is the art of a good orator.” The development of oratory in Rome can be traced by the way in which famous rhetoricians and those who knew the dignity of the word considered man as a god.

The article emphasizes the special role of the activities of lawyers and legal consultants, the rights and obligations of each other in the process of implementing the system of ensuring the rule of law and protecting human rights in the Republic of Kazakhstan. Modern conditions, traditional problems, historical stages of advocacy between the two countries are highlighted, as well as updating the legal reform, in which changes were made to the system of training lawyers in Japan. The role of foreign lawyers and the number of lawyers in international relations, dynamically developing over the years of work of specialists providing professional legal assistance in Japan, are described. As the basis for the emergence of social relations, including civil ones. The role of a person capable of acting as a representative in civil proceedings, and the role of the legal specifics of the term "representative" and the legal relationship of guardianship and guardianship, and lawyer services arising from other judicial acts, as well as the types of free services and the place of the mediator in the judicial process for both countries are outlined.
