Abstract

Although mythology, that is, shorthand for unknown times, unusually conveys everyday life with the help of symbols, it cyclically tells about the creation of the world and the apocalypse. The mythology of the steppe peoples also transmits their early times from generation to generation in the form of oral culture. This oral culture is a product of a nomadic lifestyle with livestock farming. Steppe peoples have their unique perception of time and the universe in their mythologies. Nauryz culture also reflects their perception of the universe and time. The purpose of the article is to reveal the content of the Nauryz holiday, personifying spring and fertility, the new year, and the beginning of the year, in the culture of the Turkish people, which is filled with meanings and elements symbolizing spring, the joy of life, water and sacred purification, renewal, abundance, fertility, and awakening of nature. The time of the awakening of nature has been celebrated at various times in agricultural and livestock societies since ancient times. Nauryz is a widely celebrated holiday among the peoples of Eurasia, who devote their lives mainly to animal husbandry. Although the Turkic peoples living throughout Eurasia celebrate Nauryz in different ways and continues to exist as a common value.

This study will examine the origins of the Nauryz holiday among the steppe peoples and the Turkic world, as well as its development among the Ottoman Turks and Turkey in the light of some archival documents, as well as research and source studies.

Abstract

This article examines and analyzes the course of the socio-economic development of the Akmola region in the early twentieth century on the basis of archival materials. The types of industrial products produced at that time, transportation equipment are introduced into scientific circulation, the development of stages of export of mining products and the development of deposits in the Akmola region is shown.

The places of active trade in this region are investigated, various types of sales are systematized and analyzed depending on the industry products. In addition, on the basis of the studied archival documents, statistical data on the livestock of not only the indigenous population of the Kazakhs, but also other nationalities, manufactured and marketed products and their market value are given.

Fairs and retail areas organized in the region, the prices of goods are specified on the basis of specific data. The turnover included various types of goods that were produced in the region, as well as delivered fr om different regions not only of Kazakhstan, but also throughout Central Asia.

The purpose of the article was to show the diversity and wealth of minerals extracted from numerous deposits, in particular gold mining, which were a necessary basis for improving the economic well-being of the population of the Akmola region. All this had a significant impact on the development of the region's economy and the improvement of the well-being of its population.

Abstract

The article is based on the issues of the creation of national military formations in the western region of Kazakhstan during the Great Patriotic War. 70% of the European part of the USSR in the first half of the war was under the control of the German fascists, so the Red Army needed manpower. In this situation, the decision of the State Defense Committee put on the agenda the issue of the formation of military formations, including national military units from the peoples of the Union republics. It describes how the people of Kazakhstan, including the West Kazakhstan region, were involved in this difficult and burdensome task. The purpose of the article is to disclose based on documents, including archival data, that the formations were created at the expense of three regions of the Western region, and the people tired of the war gave their last money and belongings. The heroic path of military formations in the war, the contribution of individuals who participated in the fighting, and the cities they liberated are confirmed by various documents.

Based on scientific monographs and other documents, it is stated that the basis of the military formations formed in Western Kazakhstan were workers and collective farmers, and most of the commanders were representatives of Russian nationality. Secretaries of regional party committees and responsible employees of the Central Committee of the Communist Party of Kazakhstan were often involved in the position of commissars of collectives. Based on the archival data used, the number of those mobilized to the front from the regions of Western Kazakhstan, killed, missing, surrendered, and died in hospitals from severe wounds was revealed. All this information is given in the tables.

Abstract

With the phased entry of Kazakhstan into the Russian Empire, life radically changed, both the Kazakh aristocracy and the common people. If representatives of the white bone - Genghisids were mainly deprived of the right to govern, then a significant part of the population eventually lost their rights to land. Some of the sultans were involved in the leadership of the lower stage of the administrative unit - the volost. For the entire period after the liquidation of the khan's power, not a single sultan was the head of the governor general or the region. The population category in question was sparse. It was easier for her to turn in her direction with various gifts, posts, promises.

To finally strengthen its position, the tsarist government needed to increase the number of its supporters among the indigenous population. Limiting yourself to the sultans and another secured category of Kazakhs devoted to the “tsar and Fatherland” was not enough. The colonial administration on the ground and the tsarist government in the capital worried the bulk of the population. It was quite difficult to constantly pacify her with the power of a weapon or keep her at bay. To some extent, religion could help solve this problem. Therefore, the Russian Orthodox Church and its ministers had to preach not only among the immigrants, but also attract non-believers - Kazakhs to the fold of their religion.

An unexpected side for the tsarist government was the facts of the fall from Orthodoxy of Russian Cossacks and peasants. The appearance of omusulmanized immigrants among yesterday's co-religionists caused concern and alarm to the civil and church administrations of the Russian Empire.

Abstract

Informal logical reasoning (English Informal Inferential Reasoning, IIR) is a cognitive process, the main characteristic of which is to take into account the student's environment, informal and formal reasoning, and the latter, as a rule, is promoted in high school science courses such as physics, and in courses that are developed and consolidated during adolescence. The study aims to consider the construction of methods for measuring IIR with elements based on the educational goals of the Marzano and Kendall taxonomy, which are detailed in terms of the performance that must be achieved in each cognitive process. Similarly, the key concepts of physics are considered from the topics of Uniform Rectilinear Motion (URM) and Uniformly Accelerated Rectilinear Motion (UARM). The method was evaluated by 12 experts for understanding and relevance, and a pilot test was conducted with a sample of 212 high school students aged 15 to 18 years. The results showed the reliability and reliability of the method (V Aiken = .73) to evaluate the cognitive processes necessary for the study of physics. This experiment is a useful method for teachers who want to adapt the thematic content of the curriculum to gradually encourage cognitive processes, ranging from recall to analysis and use of knowledge.

Abstract

In today's multilingual and multicultural world, where globalization and intercultural contacts are becoming more widespread, linguistic and conflict-related competencies of lawyers come to the fore as key factors for professional success and effective interaction. The study highlights the need for a deep understanding of cultural and linguistic nuances in legal practice. The main purpose of this study is to analyze modern strategies and approaches to the progress of linguistic and conflict-related competencies of lawyers. The research is based on a set of methodological approaches, including a review of relevant literature, conducting surveys among lawyers, and experiments among law students. Surveys and experiments have identified key areas for further studying the impact of intercultural communication and conflict management on the professional activities of lawyers. In particular, the effectiveness of educational programs and pieces of training aimed at developing intercultural sensitivity and intercultural communication skills was evaluated. The study confirms the importance of developing linguistic and conflict-related competencies for lawyers in the context of globalization and cultural diversity. The results of the study serve as a basis for improving educational programs and preparing lawyers for successful work, emphasizing the need to adapt cultural and linguistic competencies in professional activities.

Abstract

In order to overcome the critical situation associated with a decrease in the influx of young researchers into science, measures are being taken in the Republic of Kazakhstan to provide state and university support to young researchers. The purpose of the study is to propose a new measure in the form of developing a more effective mechanism for unlocking the scientific potential of young researchers. The main method of its development was the modeling of mentoring program for its implementation in regional universities of Western Kazakhstan (Uralsk, Aktobe, Atyrau, Aktau). A feature of the author's mentoring model is its focus on young researchers who are at the beginning of their scientific career (master’s students/doctoral candidates). The results of the mentoring model implementation are the increase in the individual scientometric indicators of young scientists, the development of scientific reputation and ethics of young scientists, an increase in the level of formation of the career orientation of the personality of a young scientist, etc. The theoretical significance of the study consists in substantiating the process of implementing the mentoring model (its goals, objectives, conditions and results), the practical significance is presented in the form of a visual and detailed reflection of three years of experience in implementing the proposed mentoring model on the project website (https://yresearch.kz/). The new mechanism developed by the authors is designed to provide active assistance in unlocking the scientific potential of young researchers, which will allow this additional measure to take a special place among other measures of state and university support in unlocking the scientific potential of young reseachers.

Abstract

This article comprehensively examines current problems in the formation of patriotic culture among the younger generation, in determining the essence of basic concepts and differentiation of various explanations: based on philosophical, psychological, pedagogical and social works. The author describes the issues of formation of patriotic culture, proposals and prospects. To fully understand the essence and meaning of the concept of patriotic culture, the theoretical and methodological foundations of the concepts of “patriotism” and “culture” were considered, an analysis of the philosophical bases was carried out, and the issue of the origin and inclusion of these co ncepts in scientific circulation was considered.

In accordance with the relevance of the study, the research methodology examined methods for systematizing dialogical communication, classification while maintaining the historical, deterministic and chronological principle.

In addition, the article, taking into account pedagogical approaches and directions in the organization of educational activities, along with subject education, studied the spiritual development of a person, based on the works of domestic and foreign scientists, critical views were analyzed, and the opinions of scientific and literary authors were objectively summarized.

In the context of the fusion of patriotic and cultural sources of scientific researchers, through a systematic understanding of the new concept in the evolution of values in accordance with the development trends of society, part of our research work was determined in accordance with the relevance of the study.

Abstract

The REACH project at Kh. Dosmukhamedov Atyrau University is a unique experience that has created a model of educational space and programs for displaced children with disabilities. The children’s parents, school teachers, school psychologists, and volunteers took part in the project and provided methodological support.

The purpose of the article is to identify the problems of socialization of refugee children with special educational needs on the basis of the research conducted in the framework of the research project.

In the framework of an international partnership project for 2021-2024, scientists from Simon Fraser University (Canada), Yarmouk University (Jordan), and Canakkale University (Turkey) carried out significant work with displaced children from the war zone for their successful socialization, education, and provision of necessary educational resources. Project participants from Atyrau University (RK) conducted a series of research activities with special children from several refugee families who returned from Syria.

On the base of Kids University (Kh. Dosmukhamedov Atyrau University) student volunteers demonstrated the effectiveness of introducing elements of fine art into the learning process for displaced children with disabilities. In addition, the use of musical and dramatic elements enhances interest in learning and motivates the expression of immediate emotions, contributing to the overall therapy of students.

This article emphasizes the importance of advisory and methodological support for refugee children, and the results of the scientific research will become valuable material for scientists in this field.

Abstract

In the context of globalization, the topic of intellectual migration is becoming increasingly relevant for the development of innovative economies and advanced technologies. This article analyzes the experience of Canada, one of the leading countries in the field of attracting highly qualified specialists. The purpose of the article is to study Canada's immigration policy, and its impact on the socio-economic development of the country, as well as to identify current trends and opportunities for developing effective mechanisms for regulating migration flows.

The case study method used in the study allowed for an in-depth analysis of Canadian practice. Data collection and processing included content analysis of regulatory legal acts, international and national reports, as well as other documented sources. The results of the study show that Canadian immigration policy is one of the most liberal and inclusive in the world, contributing to attracting highly qualified migrants, supporting family reunification, and providing asylum to those in need.

Immigration processes play a key role in the socio-economic development of Canada, compensating for the shortage of workers and contributing to demographic stability. The Government of Canada is actively implementing migrant integration programs, which makes it possible to maximize the potential for economic growth and innovative development of the country. The study also revealed that effective immigration policies and integration programs are key factors for the successful recruitment and adaptation of highly qualified professionals in Canada.

The results obtained can serve as a basis for the development of effective policies in the field of intellectual migration and contribute to further study of this topic.

Abstract

Civil servants play a crucial role in the management and functioning of modern society. Their social and economic status reflects not only their well-being but also broader trends in government structures.

This research article examines the socioeconomic status of civil servants in five different countries: Canada, Great Britain, Germany, New Zealand, and Kazakhstan. Through a comparative analysis of policy, practice, and empirical data, this study aims to clarify the factors influencing the status of civil servants, as well as their consequences on the implementation of public policy, the provision of public services, and the development of society.

The purpose of the article is to determine the socioeconomic status of civil servants in five countries: Canada, Great Britain, Germany, New Zealand, and Kazakhstan, as well as to identify job satisfaction.

The results show that civil servants in Canada, Germany, and New Zealand are more likely to be satisfied with their socio-economic status and service in the public service system. Those who work in the civil service in the UK and Kazakhstan are less satisfied with their work in the civil service system. The study also highlights the unique challenges and opportunities faced by civil servants in each country, emphasizing the importance of context-oriented approaches to enhance their status and promote effective public administration.

Strategic planning, originally designed for industrial enterprises to enhance business performance, has evolved into a widely adopted concept across various sectors, including cultural and art organizations. This study focuses on the processes of strategic planning in Kazakhstan, aiming to provide practical recommendations for implementing a strategic planning and management system in state cultural and art institutions.

The research holds significant scientific and practical importance, especially within the context of modern society and the cultural industry's development. Investigation into strategic planning for cultural and arts organizations contributes to the formulation of effective strategies, fostering growth in the cultural sector.

The authors conducted a comprehensive review, including an examination of scientific literature, content analysis, and a review of strategic documents, state programs, and reports from domestic and international organizations. The study evaluates the impact of Kazakhstan's new state strategic planning system developed in 2021 on the creation of strategic documents that facilitate the growth of culture and art in the country and the region.

An analysis of existing strategic documents at regional, local, and institutional levels revealed shortcomings in areas such as document structuring and information transparency. Notably, the study identified issues in the newly implemented state strategic planning system, shedding light on its influence on cultural and arts development.

The research's novelty lies in addressing the lack of similar studies on strategic management in cultural and arts organizations. The proposed sequence for forming strategic documents, emphasizing effective strategic management and planning in the cultural and arts sector, enhances the practical significance of this research.

This scientific article examines the role of state support for small and medium-sized businesses (SMEs) in Kazakhstan, identifies the main problems faced by entrepreneurs, analyzes the prospects for the development of this sector, and offers recommendations for improving the situation. To achieve these goals, data from various sources were used, as well as the results of an analysis of existing programs and measures of state support for SMEs.

Abstract

Housing in a market economy is the most striking indicator of growth, reflecting the dynamics of development of various sectors of the economy and the confidence of the population in their future and the future of the country as a whole. Current issues that determine the interests of every citizen of the Republic of Kazakhstan are the trends in the development of the real estate market in large cities of the country. In this regard, the most urgent issue is the provision of housing for the population and, accordingly, its audit for a real assessment of the prevailing trends.

For some sectors, problems of presenting fair values in financial statements are particularly difficult. The maintenance of real estate assets in firms is one example since assessing the market value of real estate assets is a difficult task. Concerns were expressed about how fair valuation should be ensured in the real estate sector.

Real estate is a capital–intensive industry consisting of high values, not least in terms of initial investments. More importantly, the value of real estate is very volatile and uncertain. This is because properties are very, if not perfectly, heterogeneous and there is the corresponding high level of asymmetric information.

As a result, transaction costs in the immovable property market are high, and transparency for investors may be low. The valuation of property assets is more complex than in many other industries. The complexity is due to the fact value of assets is based on expected future capitalized payments. Therefore, it can be expected that the need to report reliable valuations of property assets in communication with external stakeholders will be of particular importance in the sector.

In recent years, the film industry in Kazakhstan has demonstrated significant growth and development. The repertoire of the national cinema is expanding, and the number of national films receiving recognition in the international arena is increasing, which indicates the development of the industry and the strengthening of the cultural image of the country. The article describes the analysis of the main trends characterizing the current state and prospects of the development of Kazakhstani cinema.

This article highlights the key trends and innovations in the development of the film industry in Kazakhstan at the present stage. The research focuses on analyzing the impact of digital technology on the production and distribution of film products, as well as considering changes in audience preferences and marketing strategies. Important attention is paid to the internationalization of Kazakh cinema, and cooperation with foreign studios and festivals.

The article describes the digitalization of production processes and the impact of streaming services on the distribution of film products, the evolution of genres and experiments with formats as a reflection of the desire of Kazakhstani cinematographers for a variety of innovations and visual solutions, the growth of patriotic cinematography, support for government initiatives in creating film productions on historically and socially significant topics, the development of co-production and strengthening international relations: participation of Kazakhstani films in world film festivals, the attraction of foreign investments and partnership with world film studios, the influence of modern trends on the development of Kazakh culture and national identity on the creation of unique and memorable content.

The conclusion of the article summarizes the analysis of the current state and prospects of the Kazakh film industry and highlights its potential and the challenges facing it in the foreseeable future. The authors emphasize the need for government support for the industry and the importance of adapting to global trends to ensure sustainable development and international success.

Abstract

Scientific research consists in the development of theoretical and practical recommendations for the development of infrastructure as the most important link of the innovation system in a knowledge-intensive economy. The new results obtained will make it possible to analyze the innovation infrastructure in the context of types of innovation systems (national, regional and sectoral) and develop an innovation policy based on the authors' strategic approach to the sustainable development of the NIS of Kazakhstan (national innovation system). The purpose of the study is to study the theoretical and methodological foundations of the formation and development of innovative infrastructure in Kazakhstan and substantiate scientific and practical recommendations for the development of science in a capacious economy. Abstract

The motivation system of civil servants is quite relevant today since it directly affects the quality of public services provided to citizens. Civil servants are responsible for carrying out government functions and implementing policies that affect the lives of millions of people.

Motivation is crucial to ensure that government employees are focused, productive, and accountable in their work. A well-thought-out motivation system can help attract and retain talented people in public service while contributing to the effectiveness of public service delivery.

Without the creation of a competitive civil service, it is impossible to achieve the main goal - building a prosperous Kazakhstan, and radically improving the efficiency of government agencies is impossible without creating an effective motivation system in the professional activities of civil servants. The motivation system for civil servants is a crucial factor in improving the overall efficiency and accountability of the public sector. By ensuring the motivation, commitment, and accountability of public servants, we can create a more effective public service that meets the needs of citizens and contributes to the development of our societies.

The purpose of the study is to improve the motivation system of civil servants, and the Office of the Akim of Atyrau region was considered as the object and subject of the study, as well as factors affecting the motivation of civil servants and the development of an effective motivation system that increases their work efficiency and accountability, formed the basis of the subject of the study. The scientific novelty of the research is aimed at providing a comprehensive understanding of the motivation system of civil servants and its impact on their work efficiency and accountability. The study used mixed-method approaches combining qualitative and quantitative methods to collect and analyze data from various sources, including document analysis.

Abstract

The main purpose of this article is to consider several issues of the international legal theory of human rights transmitted from human life, which are inalienable and precious treasures. Starting from the ancient Greek and Roman periods, in which the theories of human rights originate, then exploring the theories of human rights of the great scientists of Europe of the XVII-XVIII centuries, exploring the changes made during the French Revolution of 1789 and during the First and Second World Wars, this article explains the development of human rights to the present day considering the place in international relations and the field of international law. This article examines various comments and views of great philosophers on the concept of human rights, including theoretical issues of international law, such as issues of hierarchy, unity, uniformity, independence, power, justice, and legality, among others. In addition, an idea is given about the value, peculiarities, and independence of human rights in inter national law. It explains the task of the state and other legal institutions in protecting human rights. International relations examines the origins and essence of utilitarianism, constructivism, liberalism, feminism, cosmopolitanism, and other theories, and their contribution to the modern understanding of human rights. The role of international organizations, such as the United Nations and the European Court of Human Rights, in the protection and promotion of human rights, as well as the activities of these organizations, such as the development of regulations, monitoring compliance with acts by Member States, consideration and settlement of complaints of human rights violations, is also indicated.

Abstract

This article examines the state of the rights of convicted women. The Institution of the Commissioner for Human Rights has become an important mechanism in the concept of protecting women's rights. The article emphasizes that despite the formation of this state law enforcement institution as an important step towards deepening democracy in Kazakhstan, despite all the aspirations of the state, women are still subjected to violence in domestic and other situations. Aggression in the family remains a problem related to impunity, insufficient initiative of law enforcement agencies, and tolerance of society to acts of coercion against women, and the situation of women in Kazakhstan requires real support and gender correction. It should also be noted that the sources of international human rights standards are articles of international treaties, resolutions of international organizations, political agreements, documents of Confederation and meetings, and international customs. The peculiarity of international human rights standards is that almost all of them appear in the form of written law. In the field of human rights protection, customary norms are formed through the general recognition and application of norms enshrined in treaties or resolutions of international organizations.

The purpose of the article is to identify the factors influencing the observance of the rights of women convicted in Kazakhstan and to develop practical recommendations aimed at protecting and ensuring women's rights.

The long-term activities of the United Nations show that international human rights protection consists of the development of universal recommendations in the field of human rights protection and a special mechanism to verify the fulfillment by States of their international obligations in the field of human rights, the development of international human rights agreements imposing legal obligations on States.
