Abstract

The Chingissid are descendants of Genghis Khan. In addition to the Mongolians, Kazakhs also consider themselves Chingizids, not by bloodline but because they were part of the Genghis Khan empire. Nevertheless, it is a little-known fact that the Sakha people in the Russian Far East see themselves as descendants of the great Mongol ruler. In my paper, I will explore historical myths, cemented with some ethnographical and archaeological facts, on how this narrative came to life. I also give an overview of how this myth (sometimes to absurdity) is used in theatre, cinema, and even in advertising. Ethnographically, Sakha people are different from other indigenous people of the region, and their interaction with nature is different; which has led to the creation of a different national narrative. I also explain how the history of being under Russian colonization contributed to such beliefs. At the end of my paper, I show how this myth was utilized in the post-Soviet period, to demonstrate Sakha superiority over other Indigenous groups in their republic, and how this is channeled into the ideology and activities of today’s Sakha nationalists.

Abstract

This article deals with the problems of the steppe war during the national liberation movement of the Kazakh people under the leadership of Sultan Sarzhan and Khan Kenesary Kasymov (1824-1847). The author considers the term "steppe war", and its semantic meaning and peculiarities. Also on the example of military art of the Kazakh people in the first half of the XIX century, the specificity of steppe warfare and features of military art are studied. The territory of the Middle Juz became the main area of military operations during the period of the Kazakh people's intervention against the tsarist troops for the restoration of their independence. Through the experience of the Steppe War, it is possible to trace the main events that took place during the years of the protest movement of the legendary grandsons of Abylai Khan primarily on the territory of the Middle Juz. These are steppe territories, which were characterized by the lack of natural shelters in the form of forests and mountains.

Abstract

The article analyzes the influence of mass media on the process of forming the ethnic identity of Koreans in Kazakhstan. The main theoretical position was chosen to analyze the concept of ethnic identity and the problem of the ethnic identity of Koreans in Kazakhstan. In the article, ethnic identity was defined as an important factor in the preservation of any ethnic group. Ethnic identity is the main indicator of the language and traditions, as well as the customs and worldview of a particular nation that have developed over the centuries. There are a lot of external factors influencing the formation of ethnic identity. One of them is the mass media. During the article, it was noted that, depending on the direction of the media, there is a concept of ethnic journalism. Consequently, ethnic journalism adapts to work in the language of a particular nation and is aimed at promoting the worldview and peculiarities of the language, history, and traditions of that nation. The promotion of the national characteristics of Koreans in Kazakhstan is conducted in many directions. The main priority is given to periodicals. From the first years of the country's sovereignty, TV programs in Korea began to be broadcast. Currently, there is active work on the production of newspapers and magazines, unlike TV programs. Periodicals are also published electronically under modern requirements. The use of mass media in the formation of ethnic identity also gives its results.

Abstract

The article examines questions about the activities of heroes who fought for justice in Western Kazakhstan in the 20s of the last century and about the organization of repressions against them by the Soviet authorities. In the 1920s, the Soviet government called those who took up arms in the fight and did not subordinate the authorities to anti-people policies “gangs”, and “gangster gangs” and organized repressions, cruel punishment, and destruction of them. At that time, such individual wrestlers from among the local population were found in all regions of Kazakhstan. Because the authorities themselves pushed for such action. They did not find any other way to resist the violence of the authorities other than to come out with arms in hand to fight. Of course, it was not easy to destroy the Soviet power that came into force. However, they fought for their freedom. Bokai Sabitov, Ergali Ayazbaev, Amangali Kenzhakhmetov, Kunyskerey Kozhakhmetov, and others are considered fighters for justice.

Historical documents found in the West Kazakhstan Regional State Archive concerning the struggle of Soviet authorities against “banditry” in the Bokey and Ural regions in the 1920s are analyzed. The main purpose of the article is to study the difficult life paths and destinies of citizens who fought for freedom against Soviet power in Western Kazakhstan in the 1920s and to give a historical assessment of their actions from the standpoint of the ideological policy of our country.

As a result of research work, archival documents on the fight against banditry in the region of the 1920s of the Bokey provincial/district executive committee of the Soviets, the criminal investigation department of the Ural provincial executive committee of the Soviets, the OGPU and other competent authorities were introduced into scientific circulation for the first time.

Abstract

In the historiography of world archeology, the study of Sarmatian culture is supplemented with new and fresh data, the corresponding database is increasing. This increases the importance of considering the extent to which new sources are compatible with the opinions expressed by scientists in the past on various issues. From this point of view, the number of urgent tasks today includes the systematization and generalization of the works of archaeologists, the study of their thoughts and concepts, and historical and expert analysis. In this regard, the authors of the article paid wide attention to the scientific heritage of A. M. Khazanov, Doctor of Historical Sciences, a famous historian, and researcher of historical anthropology and collective memory, who made a significant contribution to the study of Sarmatian culture. It should be noted that the area of research of the scientist includes Central Asia and Kazakhstan, Eastern Europe and the territory of Iran, etc. adjacent regions are included. He was especially interested in the monuments of the Early Iron Age located in these areas. The authors of the article analyzed the judgments of scientists regarding the historical processes that took place in these cultural and historical regions, discussed their thoughts and concepts in solving the main theoretical problems associated with the Sarmatian culture, and as a result suggested that the military art and religious and ritual knowledge of the Sarmatians should be considered based on comprehensive data. Since the main goal of the article is to systematize the published scientific works of A. M. Khazanov on the Sarmatian culture, a set of basic methods used in traditional historiography, as well as the principles of studying the individual, all scientific methods, such as the comparative historical method, have become widespread. Based on various scientific methods, it was found that the formation and development of the Sarmatian culture is directly related to the historical and natural-climatic conditions of that time, and migration processes.

Abstract

The construction of the Suez Canal, which holds special significance in international economics and geopolitics, represents an idea, that originated in ancient world history and was brought to reality through scientific and technological progress. It reflects the interaction between the West and the East, which became practically feasible thanks to the study of ancient Egyptian civilization manuscripts by European researchers. In addition, to freight transportation, the Suez Canal- is an important hub and a vivid expression of culture and ideology. To this day, the range of works dedicated to the history of the Suez Canal, its geopolitical and economic significance, the interests of Western countries, and the positions of Egypt is very broad. At the same time, the theme of the cultural potential of the Suez Canal and the ideological foundations of its construction still requires detailed research. In the presented article, based on Edward Said's concept of Orientalism and within the framework of the historical analysis of the West-East dichotomy, the scientific-ideological and cultural-spiritual aspects of the construction of the Suez Canal are identified, and the ideas of Saint-Simon and his supporters regarding the Suez Canal are examined. Based on documents from the archive of the foreign policy of the Russian Empire and documents from the Suez Canal Company, published on the official website of the French National Library, sociocultural issues such as migration waves, the implementation of pilgrimage through the Suez Canal, and the emergence of cities and their influence on the change in the ethnic composition of the country are analyzed.

Abstract

This study examines the perceptions and experiences of Kazakhstani students regarding their educational experiences and social integration processes in Turkey. Utilizing a mixed-methods approach, data was collected through a questionnaire containing both multiple-choice and open-ended questions and analyzed using both quantitative and qualitative methods. The research focuses on students' experiences in Turkey, the challenges they face, their social integration processes, and their recommendations for university management. The study is valuable for understanding Kazakhstani students' educational experiences in Turkey and identifying their needs. It aims to raise awareness about measures that can be taken to improve student's educational experiences and support their social integration. Findings from the research indicate that students generally do not face difficulties in making friends in Turkey and do not feel alienated. However, the duration of adaptation to the education system varies, and students experience the most difficulty in learning Turkish vocabulary and using academic Turkish. Effective communication with peers and instructors, as well as supportive environments, are emphasized by students.

Abstract

This article gives a conceptual apparatus of communicative competencies from different points of view and identifies active forms and methods of teaching English. One of the active forms of teaching English is games, the article contains an experiment in which didactic games are applied to practical classrooms to form the communicative competencies of learners. The research aims to ensure the effectiveness of the application of didactic games in English language lessons. The object of the research is the educational process of learners’ communicative teaching in English language lessons. The subject of research is the conditions for the formation of communicative competencies in English language lessons. The conditions for the formation and development of learners' communicative competencies are thinking, communication, and personality. Research methods were applied - the average level of education of a specialized school was chosen as an experimental class. At the beginning of the experiment, a cross-sectional survey for learners, the results of the quiz were put in the table of S.F.Shatilov. During the research phonetic, grammar, and lexical games were applied in English language lessons. At the end of the research was made the final cross-sectional survey, and the results were put according to the table, based on which the dynamics of the growth of learners’ communicative competencies had been figured out. The theoretical significance of the research lies in the fact that the teacher develops self-esteem, and increases the potential for the creativity of the learners person. The practical significance of the research lies in the fact that the game introduces learners to the communicative process, thereby motivating them to develop educational activities.

Abstract

The article discusses the concept of «artificial intelligence» and its main characteristics. It highlights the features and examples of the implementation of artificial intelligence technologies in the field of modern foreign and domestic education. The problems and prospects of their application in modern education are listed. The proposed work is dedicated to reviewing the literature on the use of artificial intelligence in education.

The review of information sources shows that there is currently significant concern regarding the application of artificial intelligence technology in the learning process. This is associated with a shortage of qualified personnel to apply artificial intelligence technology in the educational process, resulting in contradictions: the need of modern society for highly qualified teachers of professional education and the insufficient level of their training; the significance and growing role of artificial intelligence as one of the branches of information technology in education and the insufficient representation of this direction in the university curriculum; the lack of development of an optimal and clear model for preparing a professional education teacher to use elements of artificial intelligence.

These contradictions highlight the relevance of preparing future teachers - computer scientists - to apply artificial intelligence technology in the learning process at pedagogical universities.

Abstract

This study explores the practice of training primary educators in Singapore, which is recognized as one of the most effective in the world. The research presented is qualitative. It examines key aspects of the educational programs of the National Institute of Education, Nanyang Technological University of Singapore aimed at developing educators of the future. The results of the study indicate that the educational programs studied emphasize the development of competencies in three areas: professional practice, personal growth, and leadership. There is also an emphasis on the integration of theoretical and practical training; the application of innovative pedagogical technologies; and different types of professional practice, including digital portfolio, clinical practice, Singaporean teaching practice, and traditional teaching practice. Another priority is the cultivation of character and citizenship through participation in community and educational projects, and the development of critical thinking in students. The findings of the study confirm that the Singapore model of teacher education successfully prepares professionals who can adapt to the changing conditions of the educational environment and inspire students to achieve. The application of Singaporean practice in Kazakhstan can help improve the quality of teacher education and prepare teachers for modern life in the future.

Abstract

This article examines key issues in the training of special educators and specialists within the field of inclusive education. The education and support of children with special educational needs represent a pressing concern in pedagogical science. The research methods employed in this study include analysis of official and legislative documents, as well as a survey of students enrolled in the "Special Pedagogy" educational program at K. Zhubanov Aktobe Regional University. The questionnaire aims to identify and address specific aspects of specialist training within the educational program. The analysis revealed that the main challenges relate to aligning students' practical training with modern requirements, updating educational materials, incorporating new technologies and teaching methods, and addressing the demand for special education specialists in the labor market. The results of the study are important for the development of inclusive education and can be used to form strategies for training special educators. The recommendations contribute to the creation of an effective educational environment, which in turn enhances the quality of education for children with special educational needs.

Abstract

Continuous professional education is based on the human factor in the main spheres of the economy. Improvement of continuous professional education and mentoring is essential in improving the professional qualification of individual specialists in the era of globalization. That is why the relevance of this issue is directly related to the adaptation of employers and specialists to modern requirements.

The increase in the discrete qualification of specialists corresponds to the economic development of developing countries. Currently, qualified specialists are necessary for the formation of a competitive economy. And their retraining is a requirement of life. The changes taking place in the international system have no other path than the development of human resources and artificial intelligence. This causes a shortage of specialists in the new economic situation. Ensuring the economy by specialists requires a systematic approach from us.

Today, improvement of SNE (system of continuous education) mentoring is one of the most urgent tasks. Professional education is closely connected with reforms in the economic, political, social, and cultural development of the country.

In the article, the author considers university pedagogy in Kazakhstan, educational policy, reforming universities, non-formal education, development of innovations, and cognitive problems of teachers and students.

Abstract

This article discusses the practice of teaching children of different ages using collective lessons in a smallgroup school, which has shown its effectiveness in the experience of teachers in East Kazakhstan and Pavlodar regions. The authors study traditional methods of organizing the educational process in elementary, middle, and high schools, as well as the interaction in joint classes of different ages and its advantages and disadvantages. The article presents an innovative type of education based on the abandonment of the classroom-lesson system and the transition to collective multi-age education, features of the implementation of collective lessons, and the technological process in different age groups. Teaching at different ages can solve not only these problems but also further improve the quality of education. This ensures a systematic connection of the entire educational process because children of different ages and classes study in the same educational group. Teachers should use not only the most effective methods and forms of teaching, but also take into account the individual characteristics, capabilities, and needs of each student, and ensure that learning is connected with life. This allows students of different ages to communicate with each other, learn from each other, organize joint activities among students of different ages, learn the material in-depth, and gain a complete understanding of the material being studied.

This article discusses the life and work of Professor Khalel Dosmukhamedov and presents efforts aimed at making his legacy accessible to readers through modern digital technologies. In the era of rapid development of artificial intelligence and digitalization, the transmission of Khalel Dosmukhamedov’s heritage to future generations and its effective use in the education system hold significant importance. The article focuses on fostering patriotic education among students through the teaching and promotion of Khalel Dosmukhamedov’s legacy, one of the most prominent figures in Kazakh history, a distinguished public figure of his time, an ethnographer, historian, researcher of medicine and natural sciences, and a versatile scholar.

In the research process, methods such as surveys, tests, and mathematical-statistical analysis were employed.

To promote the life, public and scientific activities of Khalel Dosmukhamedov, electronic books in three languages

("Оқушының саулығын сақтау," "How to Fight the Plague Among the Kirghiz Population," "Alaman") and the "Khalel’s World" online encyclopedia (website) were developed. Through the online encyclopedia, readers can fully explore Professor Khalel Dosmukhamedov's life, career, and works. It also provides access to his research and articles from other scholars. The website's structure consists of several sections: the main page, life, and work, and Khalel

Studies, each of which is divided into several thematic subtopics. The “Life and Work” section includes information about the scholar’s biography, creative heritage, and works. The “Khalel Studies” section features articles, news, a photo gallery, and memories of Khalel.

Survey results showed that using digital technologies to teach personality studies courses increases students' interest, enhances educational quality, and improves the overall effectiveness of the learning process.

Abstract

This article discusses the problems of developing the soft skills of high school students and the possibility of using reflection as a tool for their self-improvement. The research was conducted to consider the impact of reflection as a self-improvement tool on the development of soft skills of high school students and to develop recommendations for the introduction of effective reflective practices in high school. The main research methods were a literary analysis of available sources, an analysis of the standard of education of curricula and lesson plans, questionnaires among teachers, parents, and high school students, as well as modeling methods.

The importance of reflection in the formation of a person's personality in conditions of specially organized educational activities is indicated. Reflexive practices have been identified that can be used to develop soft skills in high school students. At the same time, teachers, students, and parents believe that this area needs to be intensified. This requires comprehensive measures to raise awareness, educate, and support all participants in the education process, especially in high school. The results obtained allow us to recognize reflection as an effective tool for selfimprovement in the development of soft skills of high school students. It has been established that reflexive practices have a beneficial impact on the development of soft skills in high school students, especially in critical thinking and communication skills. Recommendations are made on the use of reflexive practices for high school students and on the further development of soft skills that have not shown significant improvement. Based on this, the study has both theoretical and practical significance.

Abstract

The state’s support for the diaspora abroad initially consists in teaching its representatives their native language. However, over the past 30 years of independence of the Republic of Kazakhstan, the implementation of this support has become increasingly difficult due to the lack of a modern methodological approach to the teaching process. Against the background of the timely adoption of numerous normative legal acts concerning various measures to support the Kazakh diaspora abroad, the methodology of teaching the Kazakh language objectively found itself in a situation of urgent need to develop the scientific foundations of teaching the Kazakh language as a foreign language. The unavailability of modern methods in the development of such foundations largely reduces the overall effectiveness of any other measures of state support for ethnic Kazakhs living abroad. The relevance of the study is due to the fact that the assessment of measures of state support for ethnic Kazakhs living abroad indicates the vulnerability of the state in the face of serious risks in providing further support to the diaspora. The main research methods are the development of an assessment of the level of knowledge of the language by representatives of the Kazakh diaspora abroad, namely, the definition of criteria and levels of proficiency in the Kazakh language by ethnic Kazakhs living abroad. The analysis of the data obtained indicates the need to include an additional specific level characteristic of the diaspora, whose representatives perceive the Kazakh language not so much as their native or second language, as a foreign one (A0). The authors have developed a system of tasks for each language level (from (A0 to C2). At the same time, 25 tasks were contained separately for each of these levels. Each of the tasks corresponding to the numbering was compiled in such a way that it was possible to identify not only the level of knowledge and understanding of the Kazakh language, but also the level of knowledge and understanding of the culture of the Kazakh people. Such a strategy in development was chosen by the authors not by chance, but with the aim of further teaching ethnic Kazakhsforeigners living abroad the Kazakh language as a foreign language through a system of 25 ethnocultural units identified, selected and presented by the authors in this article.

It examines how governments worldwide are leveraging new technologies such as artificial intelligence, cloud computing, and mobile applications to enhance public service delivery. Key objectives include improving efficiency, transparency, and citizen satisfaction while fostering stronger government-citizen interactions. The article also touches on challenges faced during the digital transformation, such as data protection, coordination, and legal frameworks. The research highlights successful strategies in digital governance, such as South Korea’s leadership in e-government, which enabled it to excel in global rankings. It underscores the significance of strong leadership and comprehensive strategies, including the use of a "control room" to manage inter-departmental coordination. Kazakhstan, which has adopted a new Concept of the development of civil service for 2024-2029, is seeking to apply these international best practices to develop proactive, citizen-centered public services and enhance government efficiency through digitalization.

Precarization of employment refers to the growing trend of insecure, unstable jobs that offer limited protections and benefits to workers. In Kazakhstan, this issue has become increasingly critical due to economic transitions and global labor market changes. The shift from a centrally planned economy to a market-oriented one has led to the proliferation of informal and non-standard forms of employment, leaving many workers vulnerable. This article delves into the Kazakhstani government's multifaceted approach to addressing employment precarization through a series of comprehensive legislative reforms, significant social security enhancements, and robust support for small and medium-sized enterprises (SMEs). Key initiatives include implementing stricter regulations on temporary and parttime contracts, ensuring stronger enforcement of labor laws, and expanding social security coverage to provide a more secure safety net for all workers. Additionally, the government's efforts to support SMEs through financial assistance, business development services, and regulatory simplifications are aimed at fostering economic stability and creating more secure job opportunities. By thoroughly examining existing research and analyzing these government strategies, the article aims to provide a comprehensive understanding of the measures taken and their effectiveness in mitigating the adverse effects of precarious employment, ultimately contributing to a more secure and equitable labor market in Kazakhstan.

Abstract

The current stage of global industrial development focuses on such an advantage as innovation and the country's ability to concentrate such potential, which gives this country a predominance in the global arena. The vector of today's development is aimed at the formation of a qualitatively new production using technologies such as artificial intelligence and big data. Modern understanding of the industry has expanded to include not only manufacturing, but also high-tech information and communication services. Digital technologies contribute to the creation of unique products. The fact is that economic leadership in the future will belong to those countries that will be able to quickly and successfully implement the fourth industrial revolution (Industry 4.0). For Kazakhstan, this is a priority in the work of government agencies and the transformation of the fiscal system.

The purpose of this study is to identify the features of the fiscal system as a tool for stimulating information technology changes in industry. During the work, the hypothesis considered and tested that the maturity of Industry 4.0 affects financial performance through IBPP, SCP and customer service efficiency, enhancing the positive impact of customer efficiency on financial results.

Abstract

The problems of developing the internal control system of companies are becoming more acute in a rapidly improving digital economy. This article examines the issues and prospects of the business internal control system in the digital economy. A SWOT analysis was compiled through which the advantages and disadvantages of automation of the internal control system were discussed, noting possible benefits such as improved efficiency, reduced errors and risks, and accelerated decision-making processes. At the same time, they point to other problems, such as ensuring information security, and data protection, and training employees to use new technologies.

The main purpose of the article is a comprehensive review of the relevance of the development and problems of internal control of the company in the digital economy on the world stage. The article discusses important topics such as the analysis of current trends in the digital economy at the global level and their impact on the requirements for internal control systems, such as compliance with international standards, local laws, and the conduct of state control. The article also discusses existing automation products, considering the positive aspects and problems of implementation, as well as popular programs according to the level of popularity of software implementation for internal control and financial reporting. In conclusion, the study emphasizes that in the digital economy, internal control systems must be constantly updated and developed, and companies, in turn, must actively use modern information technologies to increase efficiency and competitiveness.

Abstract

The article examines the important issue of the present and future development of the creative economy in Kazakhstan and analyzes its importance in the context of the formation of the country's image and its impact on various aspects of public life. Based on the analysis of the number of business entities in this area, the article notes that strategic decisions are needed for its development. In addition, the article contains a package of proposals for studying the direction of development of the creative economy and its improvement, including reflecting current aspects of the development of the creative economy in Kazakhstan. The study includes an analysis of the number of business entities, the role of intellectual labor, as well as the impact of the creative economy on scientific and innovative processes. The article presents proposals such as encouraging creative freedom, supporting entrepreneurship, and creating a favorable innovation environment with an emphasis on the importance of international cooperation. The article also offers a comprehensive approach to the prospects for the development of the creative economy in Kazakhstan, offering specific proposals and considering important steps to achieve the goals set. In conclusion, the article discusses plans for the development of creative industries in Kazakhstan until 2025 and analyzes key indicators such as increased investments in GDP, employment growth, and entrepreneurship development in this area.

Financial management plays an integral role in stimulating business growth. Effective financial management can help companies make strategic decisions regarding expansion plans, acquisitions, and investments in new projects or technologies. This allows businesses to allocate resources wisely and capitalize on opportunities that can drive their growth trajectory.  Over the past 5 years, in the context of the emergence of stable competition in the market, companies have been looking for new ways and directions to increase the efficiency of their existence in the market for their own development. The business processes of companies in the context of modern development are influenced by many different factors, including digitalization. In the context of continual changes in regulatory requirements and norms inherent to the local economy, the necessity for consistent management, particularly in effectively planning the entire construction cycle, underscores the importance of organizing and overseeing execution. Consequently, there's a growing inclination within company management to adopt a process-oriented approach. Addressing this challenge necessitates a clear understanding of business processes, analysis, and optimization.

In the medium term, advancing the Republic of Kazakhstan's economic development and enhancing the populace's quality of life through the integration of digital technologies stand as primary objectives of the state policy, as outlined in the "Digital Kazakhstan" state program. Practically all sectors of the economy are being actively digitized in the country, which will lead to an increase in labor productivity and an increase in capitalization. The analysis showed that theoretical and practical developments in the field of improving the modeling of business processes of a company in the context of digitalization are not enough. In this regard, there is a problem of developing and ensuring effective technology and company strategy based on business process modeling, which will be versatile and systematic for use in organizations of the construction industry.

Abstract

The article explores the development of digital transformation based on experience management in the Republic of Kazakhstan. Its objective is to examine the correlation between an organization’ digital transformation and experience management, identify systemic issues, and confirm the role of experience management in enhancing digital transformation effectiveness. The study focuses on business entities within Kazakhstan, represented by small, medium and large enterprises in the IT sector. To facilitate digital transformation based on experience management, a clear definition of experience management and the transformation target, i.e., the organization, is essential. The study posits that effective transformation management should encompass experience management principles, covering both employee and customer experiences, since both of these factors are interrelated and can greatly affect the overall effectiveness of the company. It highlights the significance of an integrated approach to digital transformation, considering technological and organizational aspects, alongside the necessity of a coherent vision and strategy align with the mission and values of the institution. Abstract

In recent decades, the government of Kazakhstan has been actively addressing the problems of single-industry towns, paying significant attention to this area and continuously developing support measures. Out of 89 cities in Kazakhstan, 27 are single-industry towns, home to approximately 1.4 million people, with over 30 town-forming enterprises. The development program for single-industry towns was implemented in several key directions, which remain relevant today. These include economic diversification, developing small and medium-sized businesses (SMEs), increasing employment levels, and developing engineering infrastructure. Within the program, singleindustry towns were categorized into three groups: towns with high, medium, and low development potential. Towns with low development potential include Arkalyk in the Kostanay region and Zhanatas in the Talas district of the Zhambyl region. Single-industry towns with high development potential include Zhanaozen, Zhezkazgan, and Aksay, as well as Khromtau in the Aktobe region and Balkhash, Temirtau in the Karaganda region. Single-industry towns continue to face unresolved issues, such as population decline, depletion of natural resources, industrial production downturn, deteriorating infrastructure, and weak economic diversification.

Research objective: To assess the effectiveness of support measures for entrepreneurs in the single-industry town of Khromtau and their impact on improving the quality of life. This research provides insights into how entrepreneurship support measures affect the development of Khromtau, a town dependent on natural resources. Additionally, it offers a deep understanding of the social and economic consequences of entrepreneurship support measures, which is crucial for the sustainable community development of single-industry towns.

Abstract

The country's innovative development guarantees the trustworthy capacity of future periods. In Kazakhstan, spatial development of regional territories is relevant for academic circles and the business community. The basis of this study is whether Kazakhstan has the potential to form a scientific and technical direction of development in the presence of existing opportunities for the dynamic development of regions. In this study, such scientific methods as analysis and synthesis, generalization, as well as an integrated approach, analytical review, abstraction, and logical analysis were used. The analysis showed that not all regions of Kazakhstan have positive changes: the number of research institutes is decreasing, and the number of research specialists performing R&D does not increase. However, we can note a sharp growth rate in the number of enterprises, as well as the implementation of R&D in terms of high investment activity in the country. In this regard, we note that the preparation of Kazakhstan to become one of the best states in terms of competitiveness is based on long-term planning to increase the position of innovation vitality of organizations, upgrade the innovation climate in the country, increase the share of investments in scientific modernization and convergence of business and science. Thus, the main outcomes of this research show that regional differences in economic development illustrate the uniqueness of conditions for each of them, the development of which shows positive dynamics and changes. The innovative trail of development of Kazakhstan is at an early stage. However, the accumulated experience of this country can rightfully be considered an example for many other countries.

Abstract

The article is devoted to the problems of ensuring a balance between protecting the rights of victims and protecting the rights of a suspect (accused) in criminal proceedings. The author notes the importance of ensuring the rights of the victim at the stages of the preliminary investigation on an equal basis with the rights of other participants in criminal proceedings. The lack of legal assistance to victims from the State, and the lack of a mechanism, and legislative norms create an imbalance and violate the basic principles proclaimed in the Constitution of the Russian Federation.  Solving this problem requires endowing the victim with the rights and legitimate interests that the suspect (accused) has, this should be manifested in expanding the rights of the victim to restore justice and ensure his legitimate interests, which should be implemented in the ways proposed in this article. To fully analyze the chosen topic of the scientific article, the author conducted a comparative legal study of the criminal procedure legislation of the Russian Federation with the norms of the Criminal Procedure Code of the Republic of Kazakhstan, noting the positive experience of solving the problem under discussion and proposed the implementation of some norms into the current legislation of the Russian Federation. The author substantiates in the scientific article the necessity and importance of creating a Compensation Fund for victims in the Russian Federation, similar to the Republic of Kazakhstan.

Abstract

This article explores the use of information and communication technologies (ICT) for personal identification in Kazakhstan, as well as the legal regulation and protection of biometric data. The article examines modern identification technologies, including facial recognition and fingerprint systems, which are actively used within the framework of the "Digital Kazakhstan" program. Special attention is paid to the analysis of Kazakhstan's legal framework in the field of personal data protection and cybersecurity, as well as the need to improve existing legislation.

The methodological basis of the study includes an analysis of legal acts, statistical data on crime reduction in major cities, and a comparative analysis of international practices in the use of ICT. The article presents the results of the use of biometric systems in Nur-Sultan and Almaty, where a 20-25% reduction in crime rates was observed due to the implementation of facial recognition technologies. The main issues identified during the study include insufficient legal protection of biometric information and its vulnerability to cyberattacks.

The theoretical significance of the study lies in the development of scientific understanding of the role of ICT in the process of personal identification, as well as the analysis of legal and ethical aspects of the use of biometric data. The practical significance of the work lies in providing recommendations for improving Kazakhstan's legislation aimed at strengthening personal data protection and developing digital infrastructure. The article also highlights directions for further research, including the study of new biometric identification methods and the development of cybersecurity mechanisms.

Therefore, it is necessary to study the changes that have occurred in the legal framework to improve the quality of education. The development of legal support for quality is within the competence of institutional mechanisms that influence the rise of quality.

The main objective of the article is to study the theoretical and practical aspects of legal regulation that affect the expansion of the independence of universities for their development and improvement of the quality of educational services. The research methodology is based on the use of mixed scientific methods, analysis and evaluation, and generalization. The target of the study is to conduct an expanded study of methods. As well as approaches to ensuring the quality of education, and determining legislative norms to improve the quality of services in the republic.

The goals of the Bologna process are to achieve a high quality of education based on the principles of the external assessment system. International legal aspects of the process have no legal force. However, the main provisions are included in the national legislation of the countries participating in the process. However, there are many issues that need to be resolved through the introduction of legal instruments to ensure the quality of the education system, says the author of a legal instrument for the universities' education system.

This article analyzes the adoption of blockchain technology in Kazakhstan, focusing on its application in public administration, real estate registration, and the financial sector. The primary objective is to compare Kazakhstan’s progress with Poland's more developed blockchain landscape, identifying key challenges and opportunities. The research employs general scientific methods, including analysis, synthesis, and comparison, to evaluate the current regulatory framework in Kazakhstan. The study identifies several obstacles, such as the underdeveloped legal infrastructure, lack of technical expertise, and significant implementation costs. Despite these challenges, blockchain presents substantial potential to improve transparency and reduce fraud. The research highlights the need for legal reforms and international cooperation to support blockchain integration. The findings emphasize that Kazakhstan's digital transformation efforts can benefit significantly from Poland's adoption of best practices, particularly in establishing a supportive regulatory environment. The article concludes that while progress has been made, Kazakhstan must invest strategically in legal reforms and professional training to leverage blockchain’s potential in the coming years fully.

Abstract

The article considers the tactics and methodology of interrogation on corruption crimes. The purpose of research  is to analyze the experience of using special investigative tactics in accordance with the features inherent in the interrogation of corruption crimes and to develop methodological recommendations. The article examines the statistics of registered criminal cases of corruption, as well as the problems outlined in the annual messages of the President of the Republic of Kazakhstan and state programs and substantiates the relevance. In addition, after conducting a content analysis of the results of research conducted so far, reviewing the practice of interrogating the victim, witness, suspect and accused of corruption crimes, conclusions and recommendations have been developed. As a result, it is proved that the practice of interrogation on corruption crimes has been little studied; the importance of forming typical situations of interrogation on corruption crimes and providing a specific method for each of them is noted.

The article analyzes the Constitutional model for determining subjects' rights in the field of subsoil use in Kazakhstan. The role of the Republic of Kazakhstan's Constitution in forming the legal basis for the use and protection of subsoil, including the rights of the state and individuals, is studied. The main provisions regulating access to natural resources and mechanisms for their protection are considered. It examines the pivotal role of the Constitution of the Republic of Kazakhstan in establishing a legal framework for the use and protection of subsoil resources, including the delineation of rights for both the state and individuals. Attention is focused on balancing interests between public and private entities and the need to comply with environmental standards. It analyzes comparative approaches from other countries to identify best practices and potential pitfalls that Kazakhstan could avoid.  Furthermore, it emphasizes the need for greater stakeholder engagement in decision-making processes to ensure that the rights and interests of local communities are adequately represented and protected. As a result of the analysis, current problems of legal regulation are identified, and recommendations are proposed for improving legislation in subsoil use, aimed at ensuring sustainable and rational use of natural resources in Kazakhstan.

Abstract

The article is devoted to the general criminological characteristics of responsibility for advertising a financial (investment) pyramid. The elements of a financial pyramid are highlighted, and the analysis of the most dangerous types of fraud for such crimes is carried out. The main motives for investing funds by citizens of the Republic of Kazakhstan, which are associated with the impact of fraudsters on human personality, are revealed. In the course of the study, the authors applied various research methods that make it possible to widely explore the designated topic, in particular, methods of formalization, comparison, expert assessments, for some provisions, private scientific methods in the form of contrast, framing, and streaming analytics were used. The study of judicial practice in criminal cases of financial pyramids allowed the authors to explore the topic of the study more deeply, in particular, a comprehensive analysis of judicial practice in cases of creation, organization, and participation in financial pyramids, including high-profile criminal cases involving famous personalities determined the relevance of the topic of the scientific article. As a result of the conducted research, ways to improve the norms on liability for such criminal offenses, as well as methods of countering and developing various programs to prevent the organization from working with this type of fraud are formulated.
